The physical state of moisture in the air always depends on the actual temperature. The reason the weather reporters give a ‘feels like’ temperature is because humans generate our own heat which is easily swept away by winds. The moisture in the air doesn’t do this, so whatever temperature the air is matches the temperature of the moisture.

It starts to get hot and humid sometimes as early as mid-May and stays that way until late September. Any other times are good. If you are looking for warmth, but not too hot April and October are good months. If you are looking for mild weather but not necessarily to wear shorts November (before Thanksgiving to avoid crowds) and January (after New Years Day) and February are good times to go as well. March is nice, but usually is busier because of Spring/Easter Breaks.

Most weather has limited or no impact. However, fog or haze reduce visibility, slowing things down. Really cold weather freezes the water. That really slows things down! Wind is usually OK, but during a big storm, things slow down. Often, boats go for moorings before a big storm. Ships and crew not really affected by anything less than really cold causing ice. Up north, winter prevents much boat traffic, so major effect there. Snowfall, humidity, rain have little effect, though big rains can cause flood waters that interfere with traffic.

big cities like Beijing, Hong Kong and Shanghai work the same way as most other cities do in the world, as far as the people in China who live in the country-side or in western parts of China have a whole other way of doing things

all the provinces of course have their business centers and people in the outlaying areas will travel to them for things they cannot get, but I think in most cases people way out in the villages basically are self-sufficient

take for instance the recent earthquake, some villages were not reached for days b/c they were so remote, on way in one way out kind of deal

how do they live? it is an agricultural society, they grew their own veggies, raise pigs, chickens and such for meat, dig wells, sow and knit their own clothes

they are educated at the village school, if they have one, in some cases kids just go to school for a short time and start helping the family farm

I have traveled a little to places like this and find that there are people who have never left the village their whole lives, they cannot read but are wise from experience

transportation to and from these places are usually buses, if the town is big enough they will have a train, river travel is also pretty big in some areas

I find these people to be the friendliest and kindest people of all, not soiled by riches and desires and worldly pleasures

Perth in Western Australia has a Mediterranean climate.

Not sure about horseradish SEED. They may need to be fixed by cold temperature before they grow. Just like the root does that. Most people propogate the root tips. But they need the deep winter cold to get them to regrow in the spring. They are early growers and are among the first plants to show up in early spring. When its harvested the whole root is dug up but the tip gets replanted to re-establish the plant which usually will have multiple roots growing from that. The whole process is repeated every summer.
